LS Airport Services  hereby invites you to participate in the procedure for the purchase of a 6 new beltloaders with extendable loading system, for Ramp Handling Department in Warsaw.

Pursuant to article 4c of the Act of 8 March 2013 on preventing excessive delays in commercial transactions (Journal of laws 2013, item 403/Dz.U. z 2013 r. poz. 403 as amended) LS Airport Services S.A. declares its status of a large entrepreneur within the meaning of article 4 point 6) of the abovementioned Act.                                             

1. Subject of the inquiry

Presentation of the offer for purchase of a 6 new beltloaders with extendable loading system, for Ramp Handling Department in Warsaw.

Specification and important parameters beyond the price:

  • Conveyor belt (boom) with extendable loading system allowing effective handling of Boeing 737- ALL/ Embraer 195/ Airbus 220 and 320 Family, Bulk Load in all Cargo holds;
  • Top speed limited to 25 km/h;
  • Auto levelling system;
  • Operational in typical weather conditions with temperature within -20°C, to +30°C range;
  • Ability to load/ offload aircraft by a team of 2 (1 person inside Cargo hold and 1 person outside);
  • Extendable loading system to be able to go min. 90 degrees angle left or right inside the Cargo hold with turn radius suitable for Boeing 737 -ALL, Embraer 195, Airbus 220 and 320 Family, Bulk Load;
  • Extendable loading system must be flexible, to adjust itself when in position on the aircraft floor;
  • Belt extension to reach min. 6 m inside aircraft Cargo compartment;
  • In case of complete breakdown and extendable part being stuck inside the aircraft Cargo hold, system must be designed in such way, that it can be removed from the aircraft within 5-10 minutes, without damaging the extendable system nor the aircraft;
  • Elevating loading head;
  • Adjustable conveyor belt speed with control panel at both ends;
  • Foldable railings along the belt with no protruding parts;
  • Prevention from straps and similar to get stuck during loading/ offloading;
  • Width of transmitting belt min. 590 mm;
  • Ability to handle single loads up to 400 kgs.
  • Warranty for a minimum of 24 months (preferable 36 months);
  • Compliance of the proposed equipment with the requirements of Polish an European regulations and standards for ground handling equipment;
  • References from ground handling company, where such equipment is in use, operating at the airport with similar to Warsaw Chopin Airport air traffic. References should include any optimization in ground handling process, service time reduction, reduced amount of staff to perform effective handling of the aircraft;
  • Confirmation of exclusion from IATA AHM913 regulations (permission to operate inside the fuselage of the aircraft);
  • Documentation with spare part listing in Polish language.

Optional (to be calculated as an option in the offer):

  • Installed baggage counter;
  • Telemetric data available for customer (including GPS, worktime in motohours, pieces of baggage loaded, etc.);
  • Preferable DEUTZ engine;
  • Driver cabin fitted with ventilation and heating system;
  • Necessary maintenance programme including service and parts costs in a period of 5 years (standard maintenance) – additional calculation;

4. The method of preparing a response to an inquiry:

The method of preparing the response to the request for proposal is set out in the attachment to this request for proposal – ‘Request for proposal response form’.

The offer should include:

  • Tenderer's data, address, tax identification number, website address, e-mail address, legal status, etc.,
  • Declarations of the Tenderer joining the service run by LS Airport Services S.A. proceedings for the purchase of goods / services (confidentiality, GDPR (RODO), in accordance with the template),
  • Portfolio - experience in the subject of the contract (certified with references),
  • Tenderer's certificates in terms of his ability to perform the subject of the contract, corporate approvals, possession of the authority to perform the subject of the contract, etc., if any,
  • original or notarized copy of the power of attorney if the offer is submitted by a proxy,
  • Tenderer's registration documents,
  • Response form to an inquiry,
  • Sales contract draft

In addition, the response form to the request for quotation should be accompanied by information on:

  • completion date
  • offer validity period (preferred by the ordering party, at least 90 days)
  • payments term (preferred by the ordering party: 45 days)

Offers without the above data will not be considered.

Please be advised that:

  • an inquiry is not an invitation to submit offers under the Public Procurement Law (Journal of Laws of 2017, item 1579), therefore we reserve the right to freely choose the submitted offer;
  • the bid selection procedure may be terminated at any time until the contract is signed, without giving any reason, without selecting the Contractor and the Contractor is not entitled to any claims against LS Airport Services S.A. in this respect;
  • providing any personal data constitutes consent to their processing by LS Airport Services S.A. for the purposes of these proceedings.
